Assistance and long-term care

New structures in municipal responsibility

In this position paper, BAGSO advocates a fundamental redesign of the care system. It calls for the municipalities to be given responsibility for preventing, alleviating and managing the need for assistance and care. It must be the task of the municipalities to ensure needs-based offers for assistance and long-term care and to network actors. BAGSO also calls for the mandatory introduction of case and care management, which identifies the support needs of older people and develops individual assistance plans. Municipalities should also be obliged to draw up small-scale care needs planning. At the same time, preventive services for older people according to § 71 SGB XII should be expanded. This comprehensive control and design responsibility of the municipalities must be anchored in law and financed from state funds.
